接連驚爆パン達人、山水米食品問題，再次突顯食管制度上的缺失；消基會今(30)日指出，食安管理陷入無政府狀態，業者根本不甩法規，補償方案也根本是在「出清存貨」！消基會呼籲，政府應比照《公平交易法》標準修法，並加強稽查揪出不肖業者嚴罰，以嚇阻民生詐欺事件。
消基會質疑，消費者已經不信任業者了，為什麼還被迫接受商品？パン達人「回饋」消費者25％的禮券、以禮券給付，或是不等退費，憑發票直接換取發票金額1.5倍的麵包產品；而山水米提供退費者加贈2公斤台灣一等米，換貨則贈送6公斤台灣一等米。
消基會質疑，業者出包後的處理方式，是否為擔心信譽、商譽受損後生意不佳，變相讓消費者幫忙出清存貨？業者的賠償方式根本沒有誠意，只想繼續銷貨。
山水米糧商泉順食品公司被依《糧食管理法》的標示廣告不實裁罰20萬元。消基會指出，法規的漏洞讓業者完全不甩法規，顯見管理系統有嚴重的缺失，業者根本沒在怕，山水米2年內有19次不合格記錄，其中5次就是標示不符，只要在1個月限期內改善，就都沒有任何處罰。
